Utah officer caught on video playing games, scrolling through TikTok as Black man he refused to help bled to death

A police officer in Utah was reportedly caught on bodycam video scrolling through TikTok and playing games after he refused to help a Black man bleeding from stab wounds.

Salt Lake City Police Officer Ian Anderson  responded to an emergency call on November 13, 2020 and found 39-year-old Ryan Outlaw bleeding in an elevator after he was stabbed by his girlfriend, Fernanda Tobar,  reported The Independent.

In the bodycam video recently obtained by The Independent, Anderson can be seen watching TikTok videos and playing games while he sits on the steps of stairs on the floor where Outlaw was stabbed. That was about two and a half hours after the officer arrived at the scene, reported the Independent.

Anderson is seen on bodycam video telling Outlaw to crawl out of the elevator as he profusely bled. Tobar begged the officer to help save the man’s life. Anderson responds by saying, “what do you want me to do? Medical is coming.”

Anderson is seen on and off his phone for nearly an hour as he and other law enforcement officials investigate Outlaw’s death.

The bodycam video is muted during the officer’s conversation with other law enforcement who later arrive at the scene. (You can probably imagine why and what these people are saying.)

Anderson and Officer Jaddah Brown, who also responded to the scene, never provided medical care or tended to Outlaw at any point in the video.

Both officers are reportedly still employed with SLCPD.

Initially, The Salt Lake City Police Department reportedly defended the officers’ response. But on Friday, the SLCPD said it has since opened a “preliminary review” into the officers’ response, reported The Independent.
